It's an ad for Progressive Insurance, featuring classic Sonic music, a non-speaking modern Sonic!
Yay! Sonic's a star all over again, using his new gained fame and selling his imagestarring in totally random ads and all that~
Also, it was nice seeing "human characters" in Sonic Unleashed art style again^^
More like "Progressive Insurance" wanted to surf on Sonic's newly found back popularity :P
